New York State Teachers’ Retirement System
Dr. Carolyn McLaughlin joined the NYS Teachers’ Retirement System (NYSTRS) in 2000 as Assistant Budget and Planning Officer, with responsibility for the development and management of the NYSTRS annual budget. In 2008, Carolyn joined NYSTRS’s Human Resources Department as Assistant Manager of Human Resources, where she was responsible for training and professional development of all staff. In 2012, she coordinated the first annual Minority and Woman-Owned Business Enterprise (MWBE) Investments Conference, attracting over 200 emerging minority and women investment managers and brokers from around the country.
New York State Division of the Budget
Dr. McLaughlin served from 1989-2000 as a Budget Examiner with the New York State Division of the Budget, where she developed and administered budgets for New York State’s Public Authorities, Public Protection and General Government agencies.
New York State Department of Civil Service
Prior to joining the NYS Division of the Budget, Carolyn served as a Staffing Services Representative with the NYS Department of Civil Service, from 1987-1989. Having previously pursued a career in science, including at a nuclear weapons plant in California, Civil Service offered her entry into public service.
